The Low Income Energy Assistance Program (LIEAP)
LIEAP is a state and federally-funded program that provides weatherization services to low-income people. The program is open to homeowners and renters. It can also help to cover the costs of electricity, natural gas, propane, wood, diesel heating oil, coal and pellets when these are used for heating a home.
Applications for LIEAP program are available beginning October 1, 2013 and are accepted until February 28, 2014.

2013-14 LIEAP Application Instructions and Information
LIEAP applications can also be requested directly by calling the LIEAP office at 1-800-246-4221 or at this website.
How does it work?
Once approved, applications are forwarded to the weatherization agency that provides services in your area. Applications are processed and evaluated based on priority points. The elderly, persons with disabilities and families with young children are given priority.
If your application is accepted, you will be contacted directly by the weatherization agency in your area to set up your energy audit. Weatherization technicians use the energy audits to determine which energy efficiency measures are most appropriate and cost-effective for each home.

I rent my home, can I qualify for weatherization?
Yes, the weatherization program is designed to address energy efficiency in rental homes. Your landlord must sign a landlord-tenant agreement agreeing not to raise your rent because of the improvements made to your home during weatherization. Under certain conditions landlords may be asked to make a contribution toward weatherization measures performed for qualified applicant renters.
How much does it cost?
Weatherization services are provided at no cost to qualified Low Income Energy Assistance Program applicants as funds are available.
What is my obligation?
There is no charge for weatherization services or the labor or materials used. In some cases the applicant may receive new appliances. In the event new appliances are installed, the applicant receives the basic manufacturer’s warranty that comes with the appliance. The applicant becomes responsible for maintenance and care of the appliances.
