Weatherization

 
Weatherization was created to assist low-income families who lacked resources to invest in energy efficiency.

What is weatherization?

Weatherization reduces energy costs for families by improving the efficiency of their homes.

Weatherization is a federal program for eligible Low Income individuals (those who qualify for LIEAP), that is designed to lower monthly fuel cost by making a home more fuel efficient, lowering fuel usage, and make the home more comfortable at no cost to the client.

Measures that may be addressed by the Weatherization program are:
  • Health and Safety: monitoring for unsafe conditions (carbon monoxide emissions, poor ventilation, and bad wiring)
  • Heating System Efficiency and Safety:  Tuning and adjusting heating system
  • Hot Water Systems: Wrapping pipes and water heaters
  • Drafts and Air Leaks: Sealing off major air leaks, caulking
  • Insulation: Attics, floors and walls; also ceilings and bellies of mobile homes

How does it work?

Weatherization measures are delivered to single-family homes, multi-family dwellings, and mobile homes.  Weatherization is one of the few programs allowed to address energy efficiency in rental homes.

Weatherization technicians use energy audits to determine which energy efficiency measures are most appropriate and cost-effective for each home.  

Wyoming Energy Council employs Building Performance Institute certified Building Analyst Professionals to conduct comprehensive home energy audits.

How much does it cost?

Nothing.  Weatherization is a free service for applicants qualified through LIEAP.  

However, remember that resources are limited.  Not every qualified applicant will receive weatherization.

Under certain conditions landlords may be asked to make a contribution toward weatherization measures performed for qualified applicant renters.

What is my obligation?

Weatherization services including all labor and materials are free to the applicant.  Although you may receive new appliances, including furnaces and water heaters, you only receive the manufacturer's warranty.  The weatherization services do not provide perpetual warranty or service for your equipment.  Once weatherization is complete, everything is yours, and you are responsible for maintenance and care of  the equipment and materials provided by weatherization.

I rent my home, can I qualify for weatherization?

Yes, weatherization is one of the few programs allowed to address energy efficiency in rental homes.  

Your landlord must sign a landlord-tenant agreement promising not to raise your rent because of the improvements made to your home during weatherization.  

Under certain conditions landlords may be asked to make a contribution toward weatherization measures performed for qualified applicant renters.

How do I qualify for weatherization?

You must qualify for the Low Income Energy Assistance Program (LIEAP) (click the link for more information on LIEAP).

  • More than five million homes have been weatherized nationwide since the inception of the Weatherization Assistance Program in 1976.

  • Wyoming Department of Family Services delivers energy assistance services to more than 11,000 households each year.

  •  These energy efficiency improvements have resulted in average energy savings of $218 per household.

  • DFS and a network of four non-profit agencies deliver energy-efficiency services to low-income households in every county in the state.
